Universal health insurance in Armenia 2026: a guide for employees, employers and HR

Universal health insurance in Armenia was launched on January 1, 2026, changing how thousands of employees and employers access medical services.

In this article, we've gathered the most important points in a simple, structured and practical way.

What Is Universal Health Insurance in Armenia (UHI)?

UHI is a state system designed to give the population access to medical services, regardless of social status.

How Much the Insurance Costs

The cost of insurance is the same for everyone:

  • Monthly: AMD 10,800
  • Annual: AMD 129,600

Important: Joining the system is mandatory, even if you already have private insurance.

Who Is Fully Insured by the State?

The state pays the full premium for:

  • people under 18,
  • people over 65,
  • persons with disabilities,
  • family members of fallen servicemen.

*For these groups, the salary amount does not matter.

How Is Health Insurance for Employees Calculated?

If the salary is:

  • AMD 200,001–500,000, the employee's take-home pay will be reduced by AMD 300
  • AMD 500,001–1,000,000, the employee's take-home pay will be reduced by AMD 3,300
  • AMD 1,000,001 or more, the employee's accrued salary will be reduced by AMD 10,800

*A refund is possible through an income tax return or social credits.

What HR Specialists Need to Know

For HR teams, it is important to understand that:

  • UHI payroll deductions are made automatically,
  • for some groups, the amount is refunded (for example, persons with disabilities),
  • to receive the first refund, the employee must submit an electronic application

*This matters for communicating correctly with employees.

Important Information for Sole Proprietors

If you are a sole proprietor (individual entrepreneur) and your annual turnover is AMD 2,400,001 or more, you are required to join the system.

The premium is paid in a single payment covering 12 months, and the payment deadline is April 20, 2026.

How to Use Medical Services

In an Emergency

You can contact emergency services or a medical center right away.

For Planned Treatment

You need to make an appointment with a family doctor or a general practitioner.

For Screenings and Chronic Conditions

You can book an appointment yourself through the ArMed app.

Frequently Asked Questions (FAQ)

If I work two jobs, but each salary is below AMD 200,000

You are not considered insured.

If I was hired on December 15

The obligation will start with your February salary.

If I have a disability group and a high salary

The deduction is made, but the amount is refunded within 3 working days.

For Employees Earning Below AMD 200,001

For this group, the law will come into force on January 1, 2027.

Until then, a minimum package of medical services is provided.
